Aim

To convey to the attendees the requirements of the ADCO HSEMS procedures with regards to the management of contractors and the assurance of safe working practices by those contractors.

Objectives

• Special risks introduced by the use of contractors: less effective communication, inadequate training of short-term contract staff, language difficulty, lack of corporate identity and commitment, untested or unfamiliar procedures, short-term objectives of some contractors, less regard for the company’s assets.
• Controlling contractor safety: check contractor’s capabilities, past experience of similar work and safety record, use of contract terms and conditions, stipulate training and certification requirements.
• Make all safety requirements and responsibilities clear in contract documents and make contract awards conditional on satisfactorily meeting all safety stipulations.
• Define who is responsible for safety: ADCO liaison staff, safety supervisors, and general management retain power to halt unsafe practices.
• Contractor retains responsibility for his actions.
• Communicate ADCO safety policy and lines of responsibility clearly to contractors and all their staff. Clarify in contract documents who is responsible for safety training of contractor’s staff.
• Ensure all new contractors receive orientation training on first arriving at the site: point out specific hazards, familiarize them with alarms, ensure he performs safety checks on his tools and equipment, point out escape routes, muster stations, fire extinguisher, and first aid posts.
• Ensure contractors and all their staff are fully conversant with the ADCO permit-to-work system and HVC and IC requirements. Also, specific ADCO rules and conditions of working at height, transportation, plant & machinery, lifting operations, scaffolding, shot blasting, painting, safe erection, safe binding, gas cylinders, welding, excavation, asbestos, radiation, welfare, pressure testing.

To provide an understanding of the ADCO Emergency Response system and the roles and responsibilities of all personnel. It will be expected to run tabletop exercises relevant to each area.

Objectives

• Outline of ADCO emergency response system. Types of emergencies detailed in the emergency response system and how they can occur.
• Details of types of emergencies, fires, explosions, toxic gas or substances escape, loss of containment/burst pipelines, medical emergencies, terrorist or bomb threat, loss of radioactive source, or escape of ionizing radiation.
• Response to emergencies, detection, raising the alarm, assessment of incident and activation of response, evacuation, musters, manning of control centers, alternative evacuation provisions, provisions for medical assistance.
• Types of internal and external assistance and response capabilities, including hospitals, fire and rescue services, police, armed forces, other facilities, and site operators.
• Detailed responsibilities of ADCO personnel.
• Command structure and the means of command, communication system, liaison with external emergency services, and internal emergency response teams.
• Employee and external agency liaison, including relatives, press, government, other operators, partners, and adjacent sites that may be affected.

To provide attendees with a thorough understanding of the necessary types and means of isolations to ensure safe systems of work on process plant and associated equipment in conjunction with application ADCO’s ICC.

Objectives

• Outline of ADCO procedures and minimum requirements. Details of all systems and types of equipment that may require to be isolated.
• Machinery power supplies, electric, pneumatic, hydraulic, engine systems, prevention from moving by gravity, release of pressure.
• Pressurised systems, storage, process, pipe work, vessels.
• Chemical systems, vessels, pipe work or tanks holding fluids, materials that are hot, cold, flammable, toxic, corrosive. Necessity for isolation, draining, purging, and decontamination.
• Stored energy systems, systems capable of containing and releasing toxic fluids, gases, or substances.
• Electrical systems, those capable of shock arcing and igniting a flammable atmosphere. HV requirements with references to the HV certification course.
• Safety and emergency systems, isolation, inhibition, overrides, manual control.
• Physical disconnection and blinds, removal of pipe sections and spools, and blinding of open ends.
• Spades and blinds. Pressure-rated metal barriers, designs, installations.
• Vapour barriers, non-pressure rated systems, use for prevention of gravity loss of liquids or vapours or crude barriers.
• Valve isolations, different types of valves, types of seals, and degrees of positive isolation, integrity proving, those for fluid service and maintenance.
• Types of valves not considered suitable for isolation, engineering changes.
